1032.02   PURPOSE.
   (a)   The multi-use path requirements specified herein are intended to foster safe and accessible alternatives to sidewalks within the community. Multi-use paths are constructed for bi-directional travel and the use for pedestrian and bicycle access and recreation. A user shall not bring or allow any of the following on the multi-use path:
      (1)   Any animal except for (1) a domesticated canine securely attached to a leash held by the user, or (2) a certified service or comfort animal medically required for the benefit of the user and securely attached to a leash held by the user;
      (2)   Any personal motorized or battery-operated mobility device including but not limited to (1) a Segway or similar device known by any name, (2) a hoverboard or similar device known by any name, (3) an electric or motorized skateboard, or similar device known by any name, and (4) a motorized or electric bicycle or similar device known by any name;
      (3)   A “low-speed electric bicycle” as that term is defined in Section 1-140.10 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-140.10];
      (4)   A “low-speed gas bicycle” as that term is defined in Section 1-140.15 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-140.15];
      (5)   A “low-speed vehicle” as that term is defined in Section 1-140.07 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-140.07];
      (6)   A “motor scooter” as that term is defined in Section 1-145.001 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-145.001];
      (7)   A “motor vehicle” as that term is defined in Section 1-146 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-146];
      (8)   A “motor cycle” as that term is defined in Section 1-147 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-147];
      (9)   A “moped” as that term is defined in Section 1-148.2 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-148.2];
      (10)   An “off-highway motorcycle” as that term is defined in Section 1-153.1 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-153.1];
      (11)   A “recreational off-highway vehicle” as that term is defined in Section 1-168.8 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-168.8];
      (12)   A “recreational vehicle” as that term is defined in Section 1-169 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-169];
      (13)   A “vehicle” as that term is defined in Section 1-217 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-217];
      (14)   A vehicle used to deliver U.S. mail on a mail delivery route;
      (15)   An “all-terrain vehicle” as that term is defined in Section 1-101.8 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-101.8];
      (16)   An “autocycle” as that term is defined in Section 1-104.2 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-104.2];
      (17)   A “bus” (including school buses) as that term is defined in Section 1-107 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-107];
      (18)   A “trailer” including but not limited to every vehicle without motive power in operation designed for carrying persons or property and for being drawn by a motor vehicle and so constructed that no part of its weight rests upon the towing vehicle;
      (19)   A “tow truck” as that term is defined in Section 1-205.1of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-205.1];
      (20)   A “farm to market agricultural transportation vehicle” as that term is defined in Section 1-119.6 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-119.6];
      (21   A “farm tractor” as that term is defined in Section 1-120 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-120];
      (22)   A “golf cart” as that term is defined in Section 1-123.9 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-123.9];
      (23)   A “snowmobile” which shall mean a self-propelled device designed for travel on snow or ice or natural terrain steered by skis or runners, and supported in part by skis, belts, or cleats;
      (24)   An “implement of husbandry” as that term is defined in Section 1-130 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-130];
      (25)   A “medical carrier” as that term is defined in Section 1-142.1 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-142.1];
      (26)   A “road tractor” as that term is defined in Section 1-178 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-178];
      (27)   A “semitrailer” a “golf cart” as that term is defined in Section 1-187 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-187]; and
      (28)   A “neighborhood vehicle” which shall mean a self-propelled, electric powered, four wheeled motor vehicle (or a self-propelled, gasoline powered, four wheeled motor vehicle with an engine displacement under 1,200 cubic centimeters) that is capable of attaining in one mile a speed of more than twenty miles per hour, but not more than twenty-five miles per hour, and which conforms to Federal regulations under Title 49 CFR part 5 71.500.
   (b)   Notwithstanding anything to the contrary in this chapter, a user shall be allowed to drive the following on the multi-use path during the course of his/her official duties, but only during a recognized emergency event:
      (1)   An “ambulance” as that term is defined in Section 1-102.1 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-102.1];
      (2)   An “authorized emergency vehicle” as that term is defined in Section 1-105 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-105];
      (3)   A “Fire Department vehicle” as that term is defined in Section 1-120.7 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-120.7];
      (4)   A “police vehicle” as that term is defined in Section 1-162.3 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-162.3];
      (5)   A “rescue squad” as that term is defined in Section 1-171.6 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-171.6]; and
      (6)   A “rescue vehicle” as that term is defined in Section 1-171.8 of the Illinois Vehicle Code as now or hereafter amended [codified as 625 ILCS 5/1-171.8].
