1272.05 DUMPSTER SCREENING AND PLACEMENT.
   (a)   In residential districts, trash dumpsters shall not be allowed unless stored indoors or completely screened from view as set forth in this section. Dumpsters in residential districts which are not stored indoors shall be screened from public view on three (3) sides by a solid fence or wall at least six (6) feet in height and on the fourth side by a solid gate at least six (6) feet in height. The gate and wall shall be maintained in good working order and shall remain closed except during trash pick-ups. The wall and gate shall be architecturally compatible with other buildings and structures on the site. The provisions of this section shall not apply to temporary dumpsters otherwise properly permitted under the provisions of Section 1060.07 of these Codified Ordinances.
   (b)   In all other districts, trash dumpsters shall be placed so as to be generally inconspicuous from the public right of way. The Community Development Director, in his or her discretion, may by written notice to the owner of any property require the location of a dumpster be screened from view or be moved to a less conspicuous location, if available.
