Landscaping shall be required atop each side of retention and detention basins that front a street, alley or parking lot. Such landscaping shall consist of trees, shrubs, and emergent plantings in a quantity, species, and arrangement that will create an aesthetically pleasing and ecologically functional environment. Retention and detention basins shall be designed to resemble natural landforms, whenever possible. Trees, shrubs, turf and native prairie plantings shall be located above the normal water line; emergent or native wet prairie plantings shall be located below the normal water line. All detention and retention ponds shall be constructed and maintained in accordance with Chapter 1050 of the Codified Ordinances of Freeport, Illinois and the City’s “Storm Drainage & Erosion Control Management Design Manual” referenced therein.
