1272.02 LANDSCAPE REQUIREMENTS.
   (a)   All Commercial, Industrial, Multi-Family Residential and Mixed Use Development and Redevelopment Plans for sites one quarter (0.25) acre or greater shall include a landscaping plan indicating how existing topography, natural features, and vegetation will be integrated into the overall site development. A conceptual landscape plan shall be submitted to the City Engineer and approved prior to final site plan approval. A detailed landscape plan shall be submitted to the City Engineer and approved prior to the issuance of a certificate of occupancy. Plans submitted for approval shall be to an appropriate engineering scale for the size of the development with contour elevations indicated at one foot (1') intervals.
   (b)   The minimum required permeable area shall be twenty percent (20%) of the entire site under review. Adjacent lots not included in the initial development shall not be included as part of the twenty percent (20%) permeable area.
   (c)   The following is the minimum landscaping requirement of trees and shrubs, by number, and the type of ground cover required for the entire site review. Acceptable plant species used for landscaping shall, conform to the following list, unless approved by the City Engineer:

      (1)   Minimum tree planting requirements shall be at least one tree per one thousand five hundred (1,500) square feet of required permeable area. Minimum tree size shall be at least two and one-half inch (2 1/2") caliper measured six inches (6") from the base of the tree for a deciduous tree and six feet (6') in height for a coniferous tree. At least one-third of all trees on the site under review shall be coniferous.
      (2)   Minimum shrub planting requirements shall be at least one shrub per one thousand (1,000) square feet of required permeable area. Minimum shrubs size shall be at least eighteen inches (18") in height or a minimum of three (3) gallon potted.
      (3)   Existing mature trees shall be counted toward the planting requirements if they are located on the subject property in close proximity to an area requiring landscaping and are of an acceptable quality and species. Existing trees shall be protected and maintained during construction and grading activities for them to be counted toward the planting requirements. If the diameter of the existing tree exceeds six (6) inches measured at four (4) feet above grade, one additional tree shall be credited for each additional 6-inch increment in diameter to a maximum credit of four (4) trees.
   (d)   Landscape plans shall also include elevations and details of all fences, accessory structures, retaining walls, or other decorative features proposed for location on site. The details shall include, but are not limited to, materials, colors, styles and sizes.
