The Chief of Police may designate persons to act as winter parking enforcement personnel to enforce this chapter through the issuance of citations.
(a) Persons appointed as winter parking enforcement personnel shall be employees or officials of the City of Freeport.
(b) Persons appointed as winter parking enforcement personnel are subject to the following limitations:
(1) No winter parking enforcement personnel shall be deemed a peace officer.
(2) No winter parking enforcement personnel shall be required to complete training as a peace officer.
(3) No winter parking enforcement personnel shall have the power or authority to enforce other traffic, civil, or criminal laws.
(4) No winter parking enforcement personnel shall possess or carry firearms or other weapons for the purpose of or while acting as a winter parking enforcement personnel.
