484.02 TYPES OF LOADING AND COURTESY ZONES.
   There are hereby established the following types of loading zones:
   (a)   Commercial Loading Zones. A commercial loading zone is defined as a space adjacent to a curb, for the exclusive use of vehicles during the loading or unloading of goods or materials
   (b)   Business Loading Zones. A business loading zone is defined as a fee-based loading zone permitted by the City under application and approval of the Public Works Director under consideration of the following factors:
      (1)   Ten (10) or more deliveries or pickups per day;
      (2)   Delivery or pickup of perishable items;
      (3)   Heavy or cumbersome items for delivery or pickup;
      (4)   Business owned delivery vehicles being used for delivery or pickup.
There shall be no more than one business loading zone permitted to any at a given time, unless extraordinary circumstances are shown.
   (c)   Customer Courtesy Zones. A customer courtesy zone is a designated parking space for the purpose of providing "quick stop" parking for businesses located in the vicinity. Such spaces shall be as designated from time to time by the Director of Public Works and are intended to be located at each corner or mid-block, on each side of the street where practicable, in the Downtown District.
   (d)   Passenger Loading Zones. A passenger loading zone is a designated parking space for the purpose of dropping off passengers, and is intended to encompass such uses as churches, daycare facilities, schools, hospitals, doctors' offices and other areas where loading and pickup of passengers is needed.
