In all off-street parking lots, vehicles shall be parked or left unattended only within the confines of a marked parking place. Any vehicle parked in an off-street parking lot shall, at all times when so parked, bear the same current and valid registration as is required by the laws of this State to operate said vehicle on the public streets and highways of this State.
