Upon application duly made, and after the payment of a three dollar ($3.00) fee, the City Clerk is hereby authorized to issue a special event parking permit to any person attending a special civic event within the City within the Central Business District, as defined in Section 202.03(5) of these Codified Ordinances. A "special civic event" means any partial or full-day program occurring not more often than semi-annually within the Central Business District held by a nonprofit or for-profit entity and for which off-street parking is not readily available because of location or the number of attendants. The City Manager or his or her authorized representative shall have sole authority to determine whether an event qualifies as a special civic event.
A special event parking permit shall allow a person to park a vehicle in a parking space within a designated area for not longer than the hours specified in the permit, but in no event shall a person park a vehicle longer than twenty-four hours in the same space. Such parking permit shall apply to only one calendar day, and additional parking permits must be obtained for each day of a multi-day event. Any individual receiving such a special event parking permit shall prominently display such permit in the lower right hand corner of the front windshield of the vehicle.
