480.16 PARKING OF TRUCKS, COMMERCIAL VEHICLES AND PASSENGER VANS IN RESIDENTIAL DISTRICTS.
   (a)   The parking of trucks or vehicles with gross vehicle weight rating in excess of 14,000 lbs, on any street in a residential district for more than four consecutive hours within any twenty-four hour period, is prohibited.
   (b)   The parking of trucks or vehicles with gross vehicle weight rating in excess of 14,000 lbs, on any private property in a residential district for more than four consecutive hours within any twenty-four hour period, is prohibited, unless such vehicle is wholly contained within an enclosed garage.
   (c)   The parking of any trailer other non-motorized vehicle intended to be pulled behind another motorized vehicle on any public street or private property in a residential district for more than four consecutive hours within any twenty-four hour period, is prohibited, unless such vehicle is wholly contained within an enclosed garage, or on a paved parking surface located within the buildable area of the rear portion of the residential lot or as otherwise allowed pursuant to subsection (e) of this section.
   (d)   No vehicle or equipment intended to be used primarily in a construction trade or business, including, but not limited to, powered lifts, excavators, loaders, bulldozers, or other similar equipment shall be allowed on any public street or private property within a residential district for more than twelve consecutive hours within any twenty-four hour period.
   (e)   Exceptions. Notwithstanding anything herein to the contrary, nothing contained in this chapter shall prohibit:
      (1)   The parking of a recreational vehicle or pull-behind travel trailer designed as a mobile living space in a residential driveway for any period of time.
      (2)   The parking of an open trailer carrying recreational watercraft, snowmobiles, jet skis (personal watercraft), ATV's, or other similar mechanical conveyances designed primarily for offroad recreational use in a residential driveway for any period of time. Provided, this exception shall be deemed to allow only seasonally appropriate parking, and shall not allow year-round storage of seasonally specific conveyances such as boats or snowmobiles. Further, nothing contained herein shall be deemed to allow the parking of a trailer of any kind which is used primarily in conjunction with a trade or business.
      (3)   The parking of vehicles with a gross vehicle weight rating in excess of 14,000 lbs or other construction equipment in a residential district for more than four hours in a twenty-four hour period, if said vehicles or equipment are being actively used in conjunction with a validly issued building permit which specifically states the terms under which such equipment is allowed to remain on site. It shall be the sole obligation of the operator of the vehicles and/or equipment to request such accommodation at the time of application for the building permit, and the grant of such permission shall be within the sole discretion of the permitting officer.
      (4)   Parking of a vehicle on a street in a residential district for more than four, but less than twelve consecutive hours within a twenty-four hour period while being loaded or unloaded or while the custodian of the vehicle is performing services for hire in or about a residence or site abutting the street on which the vehicle is parked.
   The exceptions contained in this subsection (e) shall be strictly construed within the context of this chapter, and shall not be deemed to excuse compliance with any other chapter or section of these Codified Ordinances. Further provided, that any exception shall be deemed to require that any such exempted vehicle is validly licensed and is located upon the lot in such a manner as to avoid interference with traffic visibility or line-of-sight for passing vehicles.
