(a) Whenever the registered owner of a motor vehicle which has been impounded pursuant to this chapter desires to retrieve his or her vehicle prior to the expiration of the time specified in Section 464.03 or prior to the related court appearance, he or she may pay an administrative fee in the amount of two hundred dollars ($200.00). Said administrative fee shall be paid at the City Police Station between the hours of 8:30 a.m. and 4:00 p.m., Monday through Friday.
(b) Upon payment of the administrative fee, in addition to payment of all costs of towing and storage, the impounded vehicle shall be released to the owner.
(c) In the event that the registered owner is found not guilty of any violation of this chapter in the related court proceeding, the vehicle owner shall be reimbursed the entire amount paid as an administrative fee pursuant to this section.
