(a) A motor vehicle which is used in any of the following circumstances shall be declared a public nuisance:
(1) The registered owner or any other person in possession of a motor vehicle wherein the operation of any sound amplification system which can be heard outside the vehicle from seventy-five or more feet when the vehicle is being operated upon a highway, unless such system is being operated to request assistance or warn of a hazardous situation.

(2) The registered owner or any other person in possession of a motor vehicle where the windows of the motor vehicle are obstructed in violation of Sections 12-503(a) and (b) of the Illinois Vehicle Code (625 ILCS 5/12-503 (a) and (b)), as adopted in Section 420.01 of these Codified Ordinances.
(3) The registered owner or any other person in possession of a motor vehicle in violation of Section 650.08 of these Codified Ordinances relating to curfew.
(4) The registered owner or any other person in possession of a motor vehicle in violation of Section 7-601 of the Illinois Vehicle Code (625 ILCS 5/7-601, entitled "Required Liability Insurance Policy"), as adopted in Section 420.01 of these Codified Ordinances.
(5) The registered owner or any other person in possession of a motor vehicle while being twenty years of age or younger in possession of alcoholic liquor in violation of Section 608.10 of these Codified Ordinances.
(6) The registered owner or any other person in possession of a motor vehicle in violation of Chapter 626 of these Codified Ordinances.
(7) The registered owner or any other person in possession of a motor vehicle in violation of Section 692.03 of these Codified Ordinances.
(8) The registered owner or any other person in possession of a motor vehicle in violation of Section 11-204 of the Illinois Vehicle Code (625 ILCS 5/11-204, entitled "Fleeing or Attempting to Elude Police Officer"), as adopted in Section 420.01 of these Codified Ordinances.
(b) Any motor vehicle used in violation of this chapter may be impounded for the periods of time set forth in Section 464.03, and the registered owner of such motor vehicle shall be subject to minimum penalties set forth in Section 464.99, in addition to fees for towing and storage of the motor vehicle.
