Whoever violates or fails to comply with any of the provisions of this Traffic Code, for which no penalty is otherwise provided, shall be fined, upon conviction for a first and second offense, not less than fifty dollars ($50.00) nor more than five hundred dollars ($500.00); for a third or subsequent conviction within one year after the first conviction, such person shall be fined not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00). Each occurrence during or at which time a violation or noncompliance occurs or continues shall be deemed to be a separate offense.
