(a) Application to Streets and Other Public Ways. This Traffic Code applies exclusively to the operation of vehicles upon streets, alleys, Municipally-owned or operated parking lots and all other public ways and public property, except where a different place is specifically referred to in a given section.
(b) Application to Accidents and Reckless Driving. The provisions of this Traffic Code with respect to accidents and reckless driving shall apply to any place within the territorial application as provided in subsection (c) hereof.
(c) Territorial Application. This Traffic Code shall apply within the territorial limits of the City, and to no City property outside of such territorial limits.
