1242.10 EXPIRATION OF AUTHORIZATION.
   (a)   If work, construction or use has not begun within six months after the granting of a variation, special use permit or other authority, such authorization shall expire and terminate by limitation automatically. The Community Development Director shall notify in writing the applicant or subsequent owner of the parcel benefiting from the variation, special use permit or other authority of the invalidity of the variation, special use permit or other authority because of the lapse in initiation of the allowed use. The Community Development Director shall forward a copy of all such invalidity notifications to each member of the City Council within ten business days of their mailing to the owner or owners.
   (b)   If work, construction or use has not begun within six months after the effective date of a zoning classification amendment ordinance, then the office of the Community Development Director shall report that fact in writing to each member of the City Council. The office of the Community Development Director shall monitor the progress of all such work and uses of rezoned parcels for the purpose of effectuating the intent of this section. Upon delivery of such report to the City Council, the Community Development Director shall notify the applicant or the subsequent owners of the rezoned parcel to appear before City Council for the purpose of detailing the proposed schedule for the rezoned use of the parcel. If no satisfactory application is provided, the City Council may elect to enact an ordinance returning the parcel to the prior zoning classification.
   (c)   In his or her written annual report, the Community Development Director shall include a list of all parcels complying with or violating this section.
