A storm water fee is hereby established to provide funding for a stormwater system evaluation, operation and maintenance expenses, and capital improvements. The fees shall be as established by the City Council from time to time by ordinance. Such fees shall also be appropriate for reimbursement to the City for emergency expenditures in relation to storm sewers.
