Rodding and cleaning of storm sewer pipes or connections located on private property shall be done by Illinois licensed plumbing contractors at the property owner's expense. The City shall have the right to repair any lateral or connection in any street, alley or public grounds at the owner's expense. The City may, during the course of normal maintenance, repair or reconstruct any storm sewer, or repair, replace or relocate any connection.
