(a) The installation of sewer laterals or connections from the public storm sewer mains to private property shall be made by the City or a qualified contractor at the direction, and under the supervision, of the Executive Director of Water and Sewer.
(b) The installation of a connection from a private property to the City storm sewerage system shall be made only at the direction, and under the supervision, of the Executive Director of Water and Sewer.
(c) Any person desiring to connect his or her property to the City storm sewerage or drainage systems, other than by means of a direct connection already installed and intended only for the use of the property in question, shall make an application therefore, in writing, to the Executive Director of Water and Sewer.
(d) The application shall include a written approval of the Plumbing Inspector of the City and a detailed statement of the complete drainage work to be done within the premises. The application, as appropriate, shall follow the requirements stated in the Storm Drainage and Erosion Control Management Design Manual, latest Edition.
(e) The proposed system must meet the approval of the Executive Director of Water and Sewer before he or she shall issue a permit for the storm sewer connection.
(f) No change shall be made from such proposal unless a new application and statement is filed with the Executive Director of Water and Sewer, and a new permit issued.
(g) The Executive Director of Water and Sewer shall either give or refuse his or her approval of such project within three days from the filing of the application.
(h) The permit fee shall be twenty dollars ($20.00) per connection. Any excavation required in any street, alley or roadway shall comply with the procedures and conditions set forth in Chapter 1024 of these Codified Ordinances.
(i) The Executive Director of Water and Sewer may retain the services of a certified professional to perform select third party reviews on any part of a design submitted to the City. The developer/property owner shall be responsible for the costs of any additional fees for these professional services. The developer/property owner shall be notified in advance of any additional services.
(j) Connection into the main storm sewer line shall be made preferably at "Y's" already provided for that purpose, or if no 'Y' is provided shall be directed to the nearest storm manhole and the lateral lines shall be laid to the property line, terminating there at a depth of no greater than eight feet.
