As used in this chapter, "public storm sewer main" shall include all open storm water ditches or lines and all storm sewer lines, laid or constructed in any street, alley, public way or public park, and any storm sewer line laid or constructed on private property, which is used for, or is intended to serve as a part of, a storm sewerage or drainage system for one or more properties other than the property in question.
