Whenever the Fire Chief and/or the Chief of the Bureau of Fire Prevention shall deny an application for modification or refuse to grant a permit, or when it is claimed that the provisions of the International Fire Code, as adopted in Section 1610.01
, do not apply or that the true intent and meaning of the Code have been misconstrued or wrongly interpreted, the applicant may appeal such decision to the City Manager within thirty days after such decision. The City Manager shall affirm or reverse the decision of the Chief.
