Whenever the owner or owners in fee simple of a parcel intend to submit such property to the provisions of this chapter, they shall do so by filing with the Community Development Director a declaration and a plat. The declaration and the plat shall not be eligible for recordation and shall not be recorded until and unless they have been submitted to the Planning Commission as provided in this chapter and until they shall have been approved by Council as provided for in this chapter.
