1468.31 PORTABLE TEMPORARY SIGNS.
   (a)   No person, firm or corporation shall display on his, her or its property a portable temporary sign without first obtaining a permit from the Zoning Administrator. The cost of the permit shall be seven dollars and fifty cents ($7.50) and the permit shall be effective for a period not in excess of fifteen days in any calendar quarter. The total number of such permits issued at any one time shall not exceed twelve. There shall be but one such portable temporary sign per business lot. No licensee and no business lot shall be entitled to receive such a license except upon expiration of seventy-five days from the last date on which such licensee or business lot held such a license. No portable temporary sign will be permitted in an area where a permanent sign is not permitted by this chapter or these Codified Ordinances. The location or site for a portable temporary sign must be approved by the Zoning Administrator. The electrical hook-up of any such sign must conform with the applicable provisions of these Codified Ordinances.
   (b)   Where a portable temporary sign is being used by an established business in lieu of or as a temporary substitute for a permanent sign which is planned and will be constructed on a site which contains a building or buildings used in conducting such business and which has on it no permanent signs, the portable temporary sign may be used as a substitute and in lieu of a permanent sign for a continuous period not to exceed sixty days. In such case the cost of the permit shall be seven dollars and fifty cents ($7.50) for each fifteen days, or any portion thereof. The application for a portable temporary sign to be used in lieu of or as a substitute for a permanent sign shall state that such is the purpose for which the permit is sought and shall give the date on which the permanent sign will be in place and in use. Only one such permit for a portable temporary sign to be used in lieu of or as a substitute for a permanent sign shall be issued during any period of time to the same applicant for the same business.
