1468.27 SIGNS PERMITTED IN BUSINESS DISTRICTS.
   In all Business Districts, the following signs are permitted, subject to the requirements set forth hereinafter:
   (a)   All signs and nameplates permitted in Residence Districts.
   (b)   Signs on marquees, canopies and awnings. Restrictions imposed hereinafter on the projection of signs across property lines into the public way shall not apply, except in Residence Districts, to signs located on marquees or canopies, provided that no sign located on a marquee or canopy shall project to a height exceeding twenty-four inches and a width of thirty-six inches above the same. Signs below canopies may be one foot high and four feet long and shall indicate only the name of the establishment. The lowest part of such signs shall not be less than ten feet above the ground level beneath the sign.
      Restrictions imposed herein on the projection of signs across property lines into the public way shall not apply, except in Residence Districts, to signs located on awnings, provided that any sign located on an awning shall be affixed flat to the surface thereof, shall be non-illuminated and non-flashing and shall indicate only the name and address of the establishment on the premises. Further, no such sign shall extend vertically or horizontally beyond the limits of said awning.
   (c)   Signs on pylons, standards, clocks and supports. Signs, clocks or other advertising devices erected upon standards or separate supports shall be placed so that all standards or separate supports are entirely within the property lines of the premises upon which they are located. The maximum permitted height of signs on pylons, standards and supports on lots with a frontage of less than eighty feet shall be twenty feet. On lots with a frontage exceeding eighty feet, the maximum permitted height shall be twenty-five percent of the lot width on the principal street, with a maximum height limit of forty-five feet. The surface area per face of any sign on a pylon, standard or support shall not exceed eight times the height, in feet, of the sign.
   (d)   Signs on masonry pylons. Signs may be placed on the face of a masonry pylon when the pylon is constructed as an integral part of a building, when such pylon does not project above the roof line more than twelve feet and when the type, design and construction of the pylon comply with all of the requirements of this chapter and all other provisions of this Building Code.
   (e)   Pasted or similarly posted signs. No sign may be pasted or similarly posted directly on the surface of any wall, nor shall any sign be permitted to be placed on any wall, fence or standard facing the side of any adjoining lot located in a Residence District.
   (f)   In a public way between the sidewalk and curb, a non-illuminated sign identifying a church by name, provided the City Manager issues a written permit allowing the erection of such sign. The written permit may place restrictions on the sign as to content, location, removal, relocation, height and size and may require that the church carry insurance protecting the City against liability to third parties.
