1456.15 APPEALS.

Any party in interest may appeal any ruling, decision or finding of the Building Commissioner to the full Building Commission by written request for hearing by the Commission filed with the Building Commissioner. Such full hearing shall be held forthwith, and the applicant shall have the right to be present with counsel.
