(a) No person shall construct, alter or repair, or commence the construction or alteration of, a building, structure, sign or billboard without first filing with the Building Commissioner an application in writing and obtaining a building permit.
(b) The applicant shall file a plot diagram in a form and size suitable for filing permanently, drawn to scale, with all dimensions figured, showing accurately the size and exact location of all proposed new construction.
(c) No building permit shall be issued unless the proposed construction or use is in full compliance with the Zoning Code.
(d) All provisions for building permits, certificates of occupancy, plan and plot drawings and permit fees are waived for farm buildings, except as follows:
(1) Building permits shall be required for permanent farm buildings, the foundations of which are imbedded in the earth.
(2) Only information sufficient to show that the structure is a farm building and is the required distance from a street or highway need be furnished.
(3) Where a permit is required, no fee need be paid.
