No person shall construct, erect or place a sign in the City without first filing with the Zoning Administrator a written application and obtaining a permit therefor. Such application shall contain all such information and drawings as may be required by the Administrator. The fee for such permit shall be in accordance with the following schedules:
(a) Double or Single-Face Signs, Projecting Pylons, Marquees and Pole Signs. Fees for double or single-face signs, projecting pylons, marquees and pole signs shall be as follows:

(b) Poster Panels, Wall Signboards and Individual Letters. Fees for poster panels, wall signboards and individual letters shall be as follows: Note: The area of individual letters is to be calculated based on the smallest rectangle that will enclose the letter.

(c) Off-Premises Signs.
(1) Permit required; plans. No off-premises sign shall be constructed, erected, hung, placed or maintained within the City unless a permit shall first have been secured from the Building Commissioner’s office by the person, firm or corporation desiring to construct, erect, hang, place or maintain such off-premises sign. Application for such permit shall be made to the Building Commissioner. Such application shall state the proposed location of such off-premises sign and shall be accompanied by plans and specifications of such sign so as to fully advise and acquaint the Building Commissioner with the construction of such proposed off-premises sign. If the plans and specifications accompanying such application shall be in accordance with the provisions of this section, the Building Commissioner shall thereupon issue a permit for the construction, erection, hanging or placing of such off-premises sign upon payment by the applicant of the fee as hereinafter fixed.
(2) Fees. The permit fee for each off-premises sign shall be twenty dollars ($20.00).
(3) Sign operator's license; fee. Each off-premises sign operator shall obtain a license. The annual fee for an off-premises sign operator's license shall be one hundred dollars ($100.00).
