(c) Freeport Park District. Work performed for the Freeport Park District shall be exempt from the payment of a permit fee pursuant to consideration through a separate intergovernmental agreement.
(d) Monuments. Work performed on a monument of historical significance, as determined by the Building Commissioner, shall be exempt from the payment of a permit fee.
(e) Non-Profit Organizations. Waivers of building permit fees shall be limited to non-profit organizations providing health, educational, or religious services to citizens of the City; provided that such organization has submitted evidence that such waiver will solely benefit the non-profit organization requesting such waiver and the waiver is important to the financial viability of the project. The following conditions shall apply to the granting of such waiver:
(1) The Building Department shall have the ability to grant or deny a building permit fee waiver for projects which do not exceed one hundred thousand dollars ($100,000) in construction costs incurred by the non-profit organization.
(2) The Building Department shall notify, via electronic mail, the City Council upon the granting or denial of a building permit fee waiver within five calendar days of action.
(3) The non-profit organization shall have the ability to directly appeal the decision of the Building Department to the City Council. Such appeal shall clearly state the reasons a building permit fee waiver should be granted and shall be made within 20 calendar days. The appeal shall be delivered to the City Clerk and upon receipt shall then be entered as an agenda item for the next regularly scheduled meeting of City Council.
(4) For projects which exceed one hundred thousand dollars ($100,000) in construction costs incurred by the non-profit organization, such waiver of building permit fees shall require a simple majority vote of the City Council and the rationale for the waiver shall be entered into the record and included in the official minutes.
(5) Non-profit organizations shall remain responsible for all plan review fees, and this provision shall not exempt the organization from connection, service and permit fees required by the Freeport Water and Sewer Commission or other agencies unless exempted by State law.
