Before any permit is issued, the applicant shall submit to the Building Commissioner, on appropriate forms, a detailed statement of the specifications and other information, including cost estimates, as the Building Commissioner may reasonably require. The application shall also set forth the name of the owner, the address of the property and the name of the contractor. The full permit fee shall be paid at the time of filing the application.
