1440.11 ADDITIONAL FEE FOR WORKING WITHOUT A PERMIT.

If any owner or contractor commences work or construction or makes an installation without having secured a permit as required by this chapter, an additional fee, equal to fifty percent of the regular permit fee, but not less than five dollars ($5.00), shall be assessed and paid prior to the issuance of such permit.
