This chapter shall apply to, and govern the administration and enforcement of, all pertinent provisions of this Building and Housing Code, except where a certain provision is contrary to this chapter, and except where a provision of this chapter is specifically limited or restricted.
The provisions of this chapter shall take precedence over the provisions of the International Building Code, as adopted in Section 1420.01.
