(a) No person shall perform electrical work as a contractor unless he or she is, or has in his or her employ, a registered supervising electrician.
(b) A registered supervising electrician shall be a high school graduate or shall have the equivalent of a high school education, shall have had at least five years experience in the installation, alteration, repair and maintenance of electrical wires, equipment and apparatus, or an experience equivalent thereto, and shall pass an examination. The initial annual license fee for the electrical contractor shall be two hundred ninety-four dollars ($294.00). The license shall be renewed annually at a cost of one hundred forty-seven dollars ($147.00). Such fees shall be increased by seven percent on May 1 of each year. The Building Commissioner shall post, in a conspicuous location in City Hall, the current fee. The license applicant shall be responsible for obtaining liability insurance with minimum general liability limits of at least one million dollars ($1,000,000) per occurrence for bodily injury and property damage. The license applicant shall provide the Building Commissioner with evidence of obtaining such insurance prior to the issuance of a license. This insurance requirement is a continuing requirement for licensure. Failure to maintain insurance shall result in cancellation of the license by the Building Commissioner.
(c) An applicant for a registered supervising electrician license must pass an examination administered by the Building Commissioner as a condition of licensure. The Building Commissioner shall notify the applicant of the time and place of examination and shall, within thirty days after application, examine the applicant as to his or her qualifications and competency to be a registered supervising electrician.
(d) The examination shall cover all phases of the electrical work covered by the National Electrical Code.
(e) The certificate of a registered supervising electrician may be renewed from year to year without examination, upon a completed application with all necessary accompanying documents being filed prior to the date of expiration.
(f) Upon the expiration of a continuous two-year period during which a registered supervising electrician has not acted in such capacity, he or she shall be re-examined as provided herein before he or she shall be again certified as a registered supervising electrician.
(g) A corporation, partnership or firm which contracts for electrical work shall have as one of its corporate officers, partners or owners, as the case may be, a registered supervising electrician, or shall have in its employ on the particular job a registered supervising electrician.
(h) Upon proper registration, a certificate of registration shall be given to the applicant. Such certificate shall expire on December 31 of the year in which it is issued. Renewal certificates shall be issued by the Building Commissioner during the months of November and December, upon application.
(i) All registration certificates shall be issued to individuals only and not to partnerships, firms or corporations. The certificates shall not be transferable.
(j) No registrant shall allow his or her name to be used by another person for the purpose of doing business or work under the registration.
(k) The Building Commissioner may revoke any registration obtained through nondisclosure, misstatement or misrepresentation of a material fact, or if the registrant violates any provision of this chapter. There shall be no refund of any portion of the fee upon revocation.
