1244.02 APPEALS.
   (a)   Appeals to Zoning Board of Appeals. An appeal from any order, requirement, decision or determination made by any administrative official, department, board or commission of the City charged with the enforcement of this Zoning Code may be taken by any person aggrieved to the Zoning Board of Appeals.
   (b)   Notice of Appeal. On appeal, the applicant shall file a notice of appeal with the Zoning Board of Appeals, and with the officer, department, board or commission from whom or which the appeal is taken, specifying the grounds for the appeal. An appeal may be taken by any person aggrieved or by any officer, department, board or commission of the City. A fee of twenty dollars (US $20.00) shall be charged for each such appeal.
   (c)   Action on Appeal. Upon the hearing of an appeal, the Board of Zoning Appeals may reverse or affirm, wholly or partly, or may modify or amend, the order, requirement, decision or determination appealed from to the extent and in the manner that said Board may decide to be fitting and proper in the premises, and to such end said Board shall also have all the powers of the officer, board or commission from whom or which the appeal is taken, but shall not have any greater power. All decisions of the Board on appeal, shall be final. They shall be subject to review under the provisions of the Illinois Administrative Review Act.
   (d)   Stays. An appeal shall stay all actions in furtherance of the order, requirement, decision or determination appealed from, unless the officer, department, board or commission from whom or which the appeal is taken certifies to the Zoning Board of Appeals that by reason of the facts stated in the certificate a stay would, in the opinion of the certifier, cause imminent peril to life or property. In this event, the proceedings shall not be stayed otherwise than by a court of record or by order of the Zoning Board of Appeals.
   (e)   Hearing. The Zoning Board of Appeals shall fix a reasonable time and place for the hearing of appeals and shall give notice thereof to the persons appealing and to the officer, department, board or commission from whom or which the appeal is taken. It shall hear the appeal within a reasonable time. At the hearing, parties may appear in person or by agent or attorney.
