1244.01 ESTABLISHMENT; MEMBERSHIP; MEETINGS; RULES AND REGULATIONS; VOTING.
   (a)   A Zoning Board of Appeals is hereby established, to consist of seven members. The word "Board," when used in this Zoning Code, means the Zoning Board of Appeals, unless the context indicates otherwise.
   (b)   The members shall be appointed by the Mayor subject to confirmation by the City Council. The City Council may remove any member of the Board for cause, after public hearing. Vacancies shall be filled for the unexpired term. For purposes of this section, missing three consecutive meetings of the Zoning Board of Appeals shall be deemed to be due cause for removal.
   (c)   One of the members shall be named as Chairperson by the Mayor at the time of his or her appointment and shall hold office as Chairperson until his or her successor is appointed.
   (d)   Each member shall serve for a term of five years. The term of office of each member of the present Board shall continue for the full term of his or her appointment.
   (e)   All meetings of the Board shall be open to the public and shall be held at the call of the Chairperson and at such other times as the Board may determine. The Chairperson or acting Chairperson, may administer oaths and compel the attendance of witnesses.
   (f)   The Board may make rules and regulations to govern its proceedings and to carry into effect the provisions of this Zoning Code.
   (g)   The Board shall exercise and perform all such rights, powers, duties and obligations as are specifically given it under Section 1468.33 and 1460.11 of these Codified Ordinances.
   (h)   The Board shall keep minutes of its proceedings, showing the vote of each member upon every question, or if absent or failing to vote, indicating that fact, and shall also keep records of its hearings, examinations and other official actions.
   (i)   The concurring vote of four members of the Board shall be necessary for any decision in favor of an appellant or applicant, as provided in 65 ILCS 5/11-13-3(g), as amended.
