(a) In General. Except as provided in Section 1442.24
of these Codified Ordinances, the administrative agencies before which appeals from a decision of the Community Development Director, and all applications for special use permits, variations, amendments and other matters concerned with this Zoning Code, shall be heard, and which shall furnish recommendations to the City Council, shall be the Planning Commission and the Zoning Board of Appeals.
(b) Jurisdiction of the Planning Commission. The Planning Commission shall have jurisdiction over all matters and procedures involving text amendments to this Zoning Code and general use and subdivision regulations.
(c) Jurisdiction of the Board of Appeals. The Zoning Board of Appeals shall have jurisdiction over all matters and procedures involving appeals, and over all special use permits, variations, map amendments, and regulations the jurisdiction of which is not reserved to the Planning Commission.
