The Planning Commission shall have the following powers and duties:
(a) To supervise and advise upon the execution and development of the Official Comprehensive Plan of the City and from time to time to recommend changes in the Official Plan.
(b) To prepare, from time to time, and submit to the City Council for approval or rejection, such changes in said Official Comprehensive Plan as may be deemed advisable or necessary.
(c) To prepare and recommend to the City Council, from time to time, suggestions and plans for specific improvements pursuant to said Official Comprehensive Plan.
(d) To give aid to the official of the City charged with the direction of projects for improvements embraced within the Official Comprehensive Plan, to further the making of such improvements and generally to promote the realization of the Official Comprehensive Plan.

(e) To arrange and conduct publicity relative to its activities for the general purpose of public understanding.
(f) To cooperate with other municipal or regional planning commissions, and other agencies or groups, to further the local planning program and to assure harmonious and integrated planning for the area.
(g) To exercise and perform all such rights, powers, duties and obligations as are specifically given it under the Zoning Code.
(h) To exercise such other powers, and powers germane to the powers, granted under and by 65 ILCS 5/11-12-4 et seq., 5/11-13-1 et seq., 5/11-14-1 et seq. and 5/11-15-1 et seq., as amended, as may be referred by the City Council.
(i) To exercise and perform all such rights, powers, duties and obligations as are specifically given it under the Subdivision Regulations.
(j) To exercise and perform all such other rights, powers, duties and obligations as are specifically given it heretofore or hereafter, by any statute of the State or by any ordinance of the City.
(k) To exercise all rights, powers, duties and obligations of an airport zoning commission pursuant to Section 25/20 of the Illinois Airport Zoning Act (620 ILCS 25/1, et seq.). (Ord. 97-72. Passed 1-5-98.)
(l) To review applications for special use permits, variances, or amendments to this chapter, and to report thereon with its recommendations to the City Council. Said recommendations shall include, but need not be limited to, the compatibility of the proposed variance, special use, or amendment with the Comprehensive Plan then in effect. (Ord. 2018-46.
