The block bounded by East Douglas, North Adams, East Clark and North State Streets in the City is hereby designated, and shall hereafter be known, as Debate Square, commemorating the August 27, 1858, debate between Abraham Lincoln and Stephen A. Douglas and celebrating the liberty of free and open political debate, as exercised by Abraham Lincoln and Stephen A. Douglas, which serves as a foundation of our American liberty and freedom.
