1072.03 BOARD OF LIBRARY TRUSTEES.
   (a)   Composition. The Library shall be operated by a Board of Library Trustees, composed of nine Directors, chosen from the citizens at large with reference to their fitness for such office. Not more than one member of Council shall be a member of such Board at any one time.
   (b)   Appointment; Terms. The Directors shall be appointed by the Mayor, by and with the consent of Council, and shall hold office for a term of three years, or until their successors are appointed and qualified. Three members of such Board shall be so appointed on or before July 1 in each year.
   (c)   Removals. The Mayor may remove any Trustee in the manner provided in Section 3.1-35-10 of the Illinois Municipal Code (65 ILCS 5/3.1-35-10). Specifically, by way of example and not as a limitation, any member who misses three consecutive meetings of the Board of Library Trustees may be removed by the Mayor in accordance with said Section 3.1-35-10.
   (d)   Vacancies. Vacancies on the Board, occasioned by removals, resignation or otherwise, shall be filled in the same manner as for original appointments, for the unexpired term.
   (e)   Compensation. No Director shall receive compensation as such.
   (f)   Officers. At the first meeting in July, in each year, the Directors shall elect one of their members President and shall elect such other officers as may be deemed necessary and appropriate.
   (g)   Powers and Duties. The Board of Directors shall have, and may exercise and perform, all such powers and duties as are set forth in 75 ILCS 5/4-7, 5/4-10 and 5/4-12, as amended.
