1068.03 RESPONSIBILITY OF FORESTRY COMMISSION AND CITY FORESTER FOR TREES AND SHRUBS ON PUBLIC PROPERTY.
   (a)   The Forestry Commission, under the control of the City Manager, shall direct the purchase, planting, maintenance, trimming, pruning and removal of all trees and shrubs in any public area of the City. No person shall plant, maintain, trim, prune or remove any tree or shrub on or from any public land without written permission from the City Forester, which permit may include specific qualifications and conditions.
   (b)   The terms "public property," "public area" and "public land" shall include all land within the City not privately owned or not controlled by any other political subdivision.
