1068.02 CITY FORESTER.
   (a)   Establishment; Appointment. The office of City Forester of the City is hereby established. A City Forester may be appointed by the City Manager, and may be removed from office at any time, with or without cause, by the City Manager.
   (b)   Oath and Bond. The City Forester shall take the oath prescribed by law and shall execute a bond, with security to be approved by the City Manager, in the penal sum of one thousand dollars ($1,000), conditioned upon the faithful performance of his or her duties and the accounting for all money and property of the Forestry Department.
   (c)   Compensation. The City Forester shall receive such compensation (salary and expenses) as Council shall fix annually by appropriation.
   (d)   Assistants. The City Forester shall have such assistants as the City Manager shall annually provide. Assistant Foresters shall be hired by the City Forester, under the direction and control of the City Manager. In the absence of a City Forester, the Senior Assistant Forester shall be in charge of the Department.
   (e)   Duties as Executive Head. The City Forester shall be the executive head of the Forestry Department. He or she shall supervise the work of all employees in the Department and shall administer the provisions of this chapter.
   (f)   Records. The City Forester shall keep a complete record of all transactions in the Department, and all such books, records and files shall be the exclusive property of the City.
   (g)   Reports. The City Forester shall assist the Forestry Commission in its reports to the City Manager.
   (h)   Cooperation With Other Departments. There shall be close cooperation between the City Forester and other City departments, and he or she shall be afforded assistance by, and shall furnish assistance to, other City departments when needed.
