The Community and Economic Development Director may establish, issue, and enforce such reasonable rules and regulations adopted by the City Council, relating to the administration and enforcement of the provisions of this chapter, including notice provisions to any cemetery owner or operator setting forth timely remediation of any violation of this chapter. The Community and Economic Development Director shall consider any existing rules and regulations of the cemetery in determining whether a violation has occurred.
