No barbed wire or barbed wire fences shall be placed or maintained anywhere in the Cemetery. The Sexton may remove any and all lot cornerstones, lot boundary markers, fences, railings, ornamental ironwork, ornamental stonework or other improvements or constructions in the Cemetery, other than monuments, headstones, vaults, footstones or other markers which actually locate, contain or identify a grave, or series of graves, at any time. The Sexton may level or change the grade or height of any lots, aisles or alleyways in the Cemetery at any time. Hereafter, no monument, stone, marker or other construction or obstruction shall be placed or erected in the Cemetery unless the same is in compliance with the reasonable rules and regulations issued from time to time and unless the same has been authorized, in writing, by the Sexton. The City Manager, and its appropriate committee, shall guide and direct the Sexton in the exercise of such powers.
