1060.08 SPECIAL COLLECTIONS.
   (a)   The City or licensed collectors may provide for the special collection of bulky household wastes and/or junk according to a fee schedule to be filed with the Community & Economic Development Director's office and made available to the public. Changes in the licensed collector's fee schedule shall be filed with the Community & Economic Development Director prior to any change in charges. Licensed collectors may provide collection services for bulky wastes or junk anywhere in the City, provided that the collector obtains a license from the Community & Economic Development Director and submits satisfactory evidence of an approved disposal plan and disposal site for all bulky household wastes and junk collected within the City. It shall be a violation of this chapter for a person, company or corporation to collect waste, as defined in this chapter, without a license.
   (b)   The City may provide solid waste collection services or contract out for such services for approved public festivals, events and community clean-up days, at the Community & Economic Development Director's option.
