(a) In General. Household waste collection from residential dwelling units shall be made only by the City or designated contractors and only in the following manner:
(1) Collection shall occur at least once every seven days, except for holidays and special emergencies approved by the Public Works Director.
(2) Collection shall be made curbside, except for senior citizens with a physical limitation and disabled persons, as approved by the Public Works Director. Other dwelling units may receive doorstep collection as provided by contract for a fee.
(3) Collections shall be from 96 gallon toters.
(4) Separation of household wastes and recyclable materials shall be encouraged, but not required as a condition of collection. However, household waste commingled with hazardous waste, construction waste or debris, or yard waste, shall be refused for collection and subject to enforcement action.
(5) Participation in the City's residential household waste collection program is mandatory and shall apply to all residential dwelling units, as defined in this chapter, without exception or waiver.
(b) Hours. No person, firm, corporation, association, servant, agent or employee thereof shall collect waste, garbage, refuse or recyclable materials during any morning hours prior to 4:30 a.m. from any dwelling which exists within any residentially-zoned district, including zoning classifications R-1 through R-7, within the corporate boundaries of the City.
