1030.09 LEGISLATIVE INTENT.

It is the expressly declared legislative intention that this chapter shall be interpreted and administered so as to allow the fullest expression and guarantee of First Amendment rights, consistent with the protection of the public health, safety and welfare of the citizens of the City.
