1028.13 VOUCHERS.
   Upon completion of a portion or all of the work and receipt of the written report of the Public Works Director of satisfactory completion of a portion or all of the work in accordance with the contract, Council may, by a majority vote of all elected members, adopt a resolution authorizing the issuance of vouchers of the City for the payment of all contractors, engineers, attorneys and others entitled to be paid for the work involved in the project. Such vouchers may be in the following form:

   Special Assessment Voucher of the City of Freeport, Stephenson County, Illinois
   To the Finance Director or designee of the City of Freeport, Illinois:
         From funds to be obtained by collection of a special assessment made by the City of Freeport in constructing and installing a (here describe the local improvement constructed) the City of Freeport will pay to (here insert the name of the payee) or order, when collected, the sum of $                with interest thereon from date hereof at the rate of ten percent per annum.
         This voucher is given pursuant to authority conferred by Section _________ of the Freeport Municipal Code in the matter of the aforesaid improvement and is the (here insert first, second, etc.) voucher issued on account of said work done.
