When local improvements are undertaken to benefit industry or commerce of the City, the City may make a determination of the total maximum amount of the benefit to the City of such local improvement by a finding made by Council. The finding shall be set forth in the ordinance providing for the construction of such local improvement, and it shall be the public benefit to be assessed for the local improvement, and in such cases the assessment formulas for public benefit set forth in Section 1028.11 shall not be applied.
