1028.08 ADVERTISING AND ACCEPTING OF BIDS.
   After passage of the ordinance referred to in Section 1028.07, the Public Works Director shall advertise for bids for the work to be done. Such advertisements shall be published not less than two times in a newspaper of general circulation in the City, published daily. The last of such advertisements shall be published not less than ten days prior to the date set for bid opening. At a subsequent regular or special meeting of Council, such bids shall be reported and Council shall accept or reject one (or more if multiple or alternative proposals are submitted for bid) of the bids. In the event that the accepted bid or binds exceed the cost estimate for the work, the amount assessed against each parcel of land shall be increased by apportioning the total increase among the parcels by use of the formulas contained in Section 1028.11 and acceptance of such bid or bids by the City Council shall constitute a legislative finding that the amount assessed against each parcel of land is fair, reasonable and proper. A majority vote of the elected members of Council shall be required for acceptance of a bid or bids.
