Upon receipt of the report referred to in Section 1028.05, the Board of Local Improvements shall set a date, time and place for a hearing to be held by such Board and shall give written notice by mail to all owners named in the report of the date, time and place of such hearing. Such notice shall be given not less than fifteen days prior to the time set for the hearing. The notices shall contain a copy of the report of the Public Works Director. If, upon the hearing, the Board determines the proposed improvement desirable, it shall so report its findings and recommendations to Council at a regular or special meeting thereof. In the event the recommendation of the Board is not unanimous, the Board shall file with Council at such regular or special meeting a minority report as well as a majority report in the event the minority of the Board so requests.
