A local improvement study may be initiated upon the adoption of a resolution calling for the study by Council by a majority vote of all elected Alderpersons. Upon such initiation of a local improvement study, the Public Works Director shall be authorized to engage any technical, legal or professional services required to conduct studies on the feasibility and scope of the improvement and to make a preliminary cost estimate.
