1028.02 DEFINITIONS.
   In this chapter, the following terms shall have the meaning ascribed to them unless the context indicates otherwise:
   (a)   "Dwelling unit" means one or more rooms in a residential structure which are arranged, designed, used or intended to be used by one family.
   (b)   "Local improvement" means any of the following projects to be undertaken by special assessment:
      (1)   Installation of sanitary sewers;
      (2)   Installation of curbs and gutters for public streets and alleys and installation of streets and alleys or improvement of streets and alleys by grading, filling and surfacing;
      (3)   Installation of storm sewers;
      (4)   Installation of sidewalks on public ways or public street rights of way;
      (5)   Commercial improvements in a business district, which shall include any of the foregoing and, in addition, landscaping; on-street parking arrangements; street lighting; planting of trees, shrubs and plants; erection of signs, walkways, canopies, shelters, structures and fixtures and any other labor or construction which Council may deem necessary or desirable for improvement of a business district.
   (c)   "Multiple-family dwelling unit" means one parcel which is improved with one or more structures, which structure or structures are designed for the total occupancy on such parcel by three or more families living independently of each other.
   (d)   "One-family detached dwelling unit" means a dwelling unit designed exclusively for use and occupancy by one family and which is contained in a single structure which is entirely surrounded by open space on the same parcel.
   (e)   "Structure or structures for two-family dwelling units" means a parcel which contains one structure designed or altered to provide dwelling units for occupancy by two families, or a parcel which contains not more than two structures, each of which is designed exclusively for use and occupancy by one family.
   (f)   "Work" means labor performed or material used, or both, as the corporate authorities may determine.
