(a) No person shall sell, attempt to sell or cry out for sale at public auction any real or personal property upon any sidewalk, except in accordance with Chapter 1030 (Special Events).

(b) No person shall place any boxes, goods, wares or merchandise, for sale or show, upon any sidewalk located in the Central Business District, except in accordance with Chapter 1030 (Special Events).

(c) Notwithstanding anything to the contrary in this section, any person or other entity owning, leasing, managing or operating a cafe, restaurant or hotel restaurant upon property which abuts upon any street within the City may serve food and/or beverages upon the sidewalk of such street in an area adjacent to its premises, a sidewalk cafe, provided that such sidewalk cafe is operated in compliance with the requirements of Chapter 1034.
